Not sure what STEC 7 is but ANSI is I believe the same as NEC (North Amercan Electrical code) and NFPA79 (Industrial Machine Control Standard).
For a definitive publication which is pretty much an International standard is IAEI Soares Book on Grounding, by Eustace Soares.

Is it not National Electric Code written as NEC and National Fire Protection Association written as NFPA?

    Yes.
NFPA79 is a particular publication of the NFPA

    Electrical Standard for Industrial Machinery.

And the Ground publication is by the IAEI, International Association of Electrical Inspectors.

ANSI is a standards body.. Not a specific standard.
There are thousands of ANSI standards.. many dealing with grounding/earthing.
