Here we go again.

I have a two CFL rated as 12v/5w. in the package box (or whatever called is it), it said, the holder or socket is E27.

So, is it ok TO use the E27 that is rated about 250 v???

The voltage rating for the holder is its designed working voltage. anything from zero to that of its rating is fin, providing its maximun curent rating is not exceeded. You should de-rate for DC.
