Can I drive the MCP2200 with the CLK OUT pin of a MCU? Say I connect CLK OUT pin to OSC1 of MCP2200, and ground OSC2?

I have no experience with this part, but the block diagram shows that OSC2 is an output, so just leave it floating. You should be able to drive OSC1 with the CLK OUT from your MCU, assuming both parts have the same Vcc.
I can't guarantee that the frequency is correct, of course.

 

It will need a good 12MHz clock source, in order to work. What this source is as long as it fits the spec. Does not matter much
