Is there a device that can hetrodyne two laser light frequencies,one being the source,and the other being the reflected doppler shiftted,and give an output in relatively lower rf spectrum, say below 1ghz?

I'm not sure if there's a "prefab" unit to do it all, but the block diagram should help you build this.
