No to the shift register. The IC is a demultiplexer - http://tams-www.informatik.uni-hamburg.de/applets/hades/webdemos/10-gates/40-mux-demux/SN74154.html

You might be able to use one to run a 4 X 4 LED matrix, but you will need a lot of supporting logic to do so.

 

what particular IC that can I use instead of it?

 

Check into the 74HC594 or 595, or others listed below and see if they provide the type of operation you desire.
