Have you tried your local hoover/washing machine spares shop? We still have quite a few of these in the UK and they often stock parts that can't be found directly on the internet.
Failing that, get some other brushes a bit larger than the ones you require and file them down - it's really easy as graphite is very soft compared to hardened steel!
And well done for trying to repair your vacuum cleaner - too many people these days needlessly dispose of electrical items that could easily be saved and give years of further use.
