My data sheet (TIP 132), reads under Max Ratings, a base current Ib=.3mA,
when I calculate my Ib=Ic/hfe,
I get 1mA which exceeds this .3mA...
I suspect my hFE will be about 3,500,
with current Ic draw of 3.85A
from +5v (Vcc)...
I don't find it possible to acheive 3.85A Ic
without exceeding .3mA at Ib.
The Tip 132 is capable of handling 8A at Ic.
Am I missing something?

I think you misread the value.
The data sheet value I have is 300mA or 0.3A for Ib(max) (below);
