can carry continuously without exceeding its temp rating would that be considered full load amperage? Because its running at full load

The rating by the NEC/ANSI/NEMA rating is the continous current in amperes that the conductor can carry at without exceeding the temperature rating of the insulation which is stated as 60°C and 75°C type, the rating is also affected by whether the conductor is in a raceway or a control enclosure.
