Creating a PCB with stripline inductors

Hey, I'm looking at building a test circuit provided in datasheet BLF571, and in this test circuit stripline inductors are used. In regards to the stripline inductors, the following information is given:

Printed-Circuit Board (PCB): Rogers 5880; εr = 2.2 F/m; height = 0.79 mm; Cu (top/bottom metallization); thickness copper plating = 35 mm.

My question is in regards to the height listed. Would that height be the thickness of the dielectric material between the inductor and the power plane/ground plane? Or would that be the height of the entire board?
