Counter up/down 0-13 with D-flip flop

Hi,
I've problem with desinging this counter.
My task is:
Desing counter up/down from 0 to 13. While Up = '1' count up. If not count down. When counter reach value 13, set Max = '1'; at 1 set min = '1'.
I made scheme (in attachmets) in log. My problem is counting. When is Up = '1', counter's output is: 0, 2, 4, 6, 8, 10, 12 and 13. Down count is working fine.
How can I fix it? Any ideas?

okay .. I just asked him how he did it finally .. and if he attends the same university as me when he had the same task at the same time and has the city of bratislava in profile
