Connection of the negative terminal of the power supply with grounding

Hi,

I have a MeanWell EDR-75-12 power supply (AC / DC -> 230/12), which has two terminals at the DC output: + and - I need to connect the terminal of this power supply with the PE wire from the electrical box. The question is, is this right? There are insulating capacitors in the power supply circuit, between + and - and grounding, which confuses me a little.

Yes, it is.
Output of this power supply is floating. You can use it as a + V supply grounding the - V terminal and vice versa.

If I connect the minus from the power source to the PE wire, then the shunt will be received parallel to the capacitor. It is right?

Yes- you will be shunting one of the capacitors.

Those capacitors are there to shunt currents coupled by inter-winding capacitance in the main transformer to ground.
Keeps the common mode noise voltages under control.

Shunting it will cause no issues
