In the non-political arena, a case could be made for Bernard Madoff with his $50 billion ponzi scheme as being the greatest con artist.

I would nominate Michael Milikin as runner-up (http://en.wikipedia.org/wiki/Michael_Milken). He was not only a great con artist, but he kept his wealth and spent almost no time the slammer.
