It depends on the CAD program.
Some need massive processing power and others dont.
For PCBCAD I use a 28inch monitor so I can see as much of the pcb at once as possible.
The big monitor also works well with C# programming so I can see plenty of the open windows without it scrolling off the screen.
Laptops are generally slower than desktops so I would suggest as fast a laptop as you can afford with a decent sized screen.
