You need two 555-timer ICs or one 556 dual-timer.
One timer sets the t-second delayed output and the second sets the f frequency.

 

If the 't' seconds time is not critical and fairly short, you might be able to do that with a capacitor on the '555 reset pin.

 

What delay and frequency settings do you want?
What accuracy?
