What voltage is the lamp controller and is there a schematic of the design? If you need 220 dc then a full wave bridge rectifier will do as long as it's rated for 250v. This is not a clean dc so the circuit will all depend on your end needs.

If you have access to a mill, a mid-tech way to go about it would be using acrylic.

Lay out the map, and put sandblasted/routed acrylic in for the sections. Then only 2 LEDs could light up that section with a soft glow, rather than looking like a light bulb.

If you want to stick with hundreds of LEDs, this could work too, with a nicer outcome, simply make each section smaller, with very tiny gaps between them. Acrylic makes a great "Light Pipe", and will carry light a good distance internally, until it runs into a surface imperfection, at which point the light is diffused.

So if you use 1/4" acrylic, and drill 3mm holes on each, the LEDs could be glued in with epoxy, then use a router/cnc mill to cut 'waves' into the 'river', keeping the surface rough. When the LEDs are lit, only the river would light up brightly (and the other edge, which would be hidden under the map). Teal colored LEDs would look great for this.
