Chevy Alternator Problems?

    My cousin has a 55 Chevy Belair with a 350 V-8 engine. He has an after market one wire alternator shown below. My question is, when he starts the engine the voltage reading is normally at 14.2 volts, then it drops down to some where in the 13 volt range. He does have an after market vacuum pump that constantly runs, he also has an electric fan that is on the circuit, this is besides all the normal electrical items that a car usually has. Is it normal for the voltage to drop down that much. I always felt that the internal voltage regulator would keep the voltage above 14 volts when the engine is running. What I'm trying to figure out is what is making his battery drain down. Any suggestions or comments? Thank you, Tommy.
