Capacitor with 450microF 200V (DC)

if I connect above capacitor with 12 Volt (DC). What happens?

Does it mean that the capacitor will have 200 volt(or 12 Volt after continues feeding of 30 minutes or long with 12vlt DC?

Please throw a light on this

If you have a chair that has a tag on it that says "200 lb" and a 60 lb child sits down on it, does that mean that the chair will have 200 lb on it?

The same idea here. The 200V on the cap is the max voltage rating and is a limit that should not be exceeded without expecting bad things to happen.
