Capacitance meter.

I often see specifications on cable packages, such as 0.098nF, 0.688 ohms, and inductance. I wonder how do the manufactures get these readings. I have one of those capacitance and inductance meters. Can I use this tool to get such specifications.

Question 2. How do you test the bandwidth of a cable?

To give one possible answer to your initial question; the cables are most probably modelled using a FEM modelling package such as Ansoft/Maxwell Q3D Extractor to extract the RLC parasitics of the cable. The same method would be employed for IC leadframes etc.
