It is from a Flymo Hover MowerWithout a schematic I'm afraid the only possible answer is maybe.
They are not expensive so you should get a correct replacement. Note that both of these capacitors are class X2 (suitable for permanent connection across the AC supply) and any replacement should be X2 as well.
That capacitor is there for arc suppression. When the switch is released, the cap charges up and prevents an arc across the switch contacts. I am not sure .15 will be sufficient, but if not the only "danger" is wearing out the switch faster.In the handle, across the push button switch
