can i make a 600 watt ballast from a 1000 watt ballast kit

hi i have a 120v 1000watt ballast kit and i was wondering if it was possible to make a 600 watt ballast out of it instead of a thousand watt one. if so could someone please point me in the right direction to finding something to help me do so/\. thanks in advance ,klauts
