Can a master tripping relay rated 240V dc operate with 110V dc stepped up to 240V dc?

For a relay rated 240V dc, can a source of 110V dc be stepped up and used? Will the relay function normally?

A 240 volt DC relay will operate at 240 volts DC.
It does not matter how or from where that DC supply comes - as long as it is able to supply the current needed to hold that relay ON.

if you can briefly generate 240V to move the contacts, then 120V would probably be enough to keep it held in.
There’s quite a simple circuit to generate a double voltage pulse.
