Calculating V(0+) in an RLC circuit

We have just gone over 2nd order RLC circuits in class and I am having a difficult time under standing the 0- and the 0+ of the circuit posted v(0-) is easy its just a voltage divider, but what are they looking for when they ask for v0+? So I assume right after the switch flips the voltage is whatever has built up in the capacitor so in my case 8V as it is parallel with the 4k resistor. Or does v0+ mean that they are looking for v as it changes from 0 to infinity ?

Problem from my dropbox http://db.tt/DeQ3ODzd

Thank you

You have four nodes: The battery (+), a, b, and the one at the bottom, which isn't named. Where is the measurement being made, i.e., across which nodes?
