I am using lpc1317,
I read that set a bit like:

0 - oscillator is not bypassed
1 - bypass enabled. PLL input is fed directly from XIN & XOUT

What bypass means here & even for 0 oscillator is not bypasses & also for 1.

 

Have a read of the manual from page 19 onwards...

Can you post the info of what your reading from, where do you get the idea of "bypass" ?
