building RF transceiver

I am trying to build a RF transceiver to detect distance between cars (in order to ultimately build an automatic cruise control system). I was hoping to use ~24GHz frequency, with undetermined polarization. It would need to do pulses at ~50Hz. Power is unknown, but it would be good to be able to detect pulses returned from up to 1500 feet, if possible. I am very new to EE, but have some experience in comms from space systems design.

Does anyone have ideas for circuit diagrams for this situation?
