Ordered this buck converter module with variable input an output at high current.

Just wondering how output works. Do I select the output (I want to go from 19 to 12 volts)? This is a standalone regulator, right? Will it give a safe 12V for my pc hardware or will it have unstable output?

From the picture, there is a potentiometer that likely is for adjusting the output voltage. If it is a reasonably good design then it should give a stable output for your pc hardware.
