i would like to know the difference between a electrical and electronic instrument?

 

Not a hard fixed distinction between them, however electrical test equipment would generally refer to the testing and measurement of electrical power distribution systems and high voltage and high power equipment. Where as electronic test equipment would be for everything else. At least that is how it would appear to me.

No difference regarding usage and application.

Engineers use electronic instrument on power systems all the times and electrical instrument to perform tests on electronics too.
