Basic Questions --- Electricity 101

Some basic questions. I am just trying to get a sense of relevance here.

1. A battery has two points with a potential difference of 1.5 V. This has been attained by the arrangement of chemicals on the either ends. Exactly what has been attained here? Two points, one with a high concentration of +ve charges and another with a high concentration of
-ve charges. Is that correct?

2. Can we say how many charges are concentrated on each end? For example we say one amp in one sec means 6.25* 10^18 electrons went through that cross section in one second. Like that, can we say, how many +ve charges will be concentrated on one side and how many negative charges will be concentrated on the other side?

3. When we say a battery has drained, does it mean that the voltage difference between the two points no longer exist? Is it because the negative charges moved towards the positive charges (current) and hence the potential difference eventually dwindled away?

4. If I want to create two points with a potential difference of 15V between them how would I go about practically doing it?
