Just a shot...74AHC594...8-bit-serial-in-parallel-out. Set of 8 cascaded chips. First four for Hi/Lo Logic and second four for Logic/Open. These feeding eight 8-bit tri-state buffers, to not allow any output until the serial-in-parallel-out is loaded. Followed by Bernard's 4066 circuit...or something functionally similar that will supply the chosen output at the 100mA you spec'd.
