AT psu voltages

anybody know what is considered aceptable voltages for an AT psu?
i have one that got puled from an old system i have ran other boards withit seemed to work ok. but i desided to test the psu and see if it was worth keeping after i recyled the boards because they were so old. the voltages are +12v=11V, +5v=4v,-12v=-8V, -5V=-6 , power good =4. (these are not exact because my multi meter only registers whole volts.)
it is supposed to make 23 A@+5V, 9.5@+12v use an amp meter to test these +12v made like 5 A then it shut down ans started squeling after i unpluged it. is this psu bad? i
