If the switches connect to +V then use a pull down resistor on the IC side. If the switches connect to ground use a pull up resistor on the IC side. I assumed they were active high inputs (switch to +V).@hp1729

I am going to build your circuit from post #23. I am just not quite sure where to connect the switches (high or low) and do they need pull up resistors.
I have been trying to build it in an emulator but with no success.
