Can a dc motor be used to control the rate of decent of a free falling 1 lb weight?

The weight is normally raised by the motor via a cable and spool. At times it is allowed to fall.

 

The short answer is "yes." Electric and hybrid vehicles use a similar tactic for charging batteries when braking.

 

A servomechanism with speed feedback can do the job.
