Hi I want to design 3 digit 7 segments display that can measure voltage by converting analog voltage to display, is there a single chip that can
convert the analog input voltage to its equivalent digital value then output it (serially) to a three digits 7 segments display (what is the number of such 3digits 7 segments display that can receive serial input). Thanks.

The ICL7106 is a 3 1/2 digit A/D that drives 7-segment LCD displays. The similar ICL7107 drives 7-segment LED displays. Take your pick.

They both have direct parallel out to the display, however. Why do you want serial out?
