ANC will most likely use a simple fast analog amplifier to substract the noise, I don´t think you need a microcontroller at all. Also most of the magic happens in the headphones, where the mic inside samples the noise right next to your ears.

There could also be the way where the microphone is on the headphone cable, but this will be only effective on low frequencies - sound travels at about 34cm or one foot per milisecond. Thus the mircophone will hear a completely different noise than your ears and the cancellation pretty much will not work.

Also the most important question is, how short is that short time span?
