Hi, I'm a new member so until I get the hang of this I hope to make myself understood.
I have to make a small circuit/device to patch between two electronic device's.At the control side (input) I have voltage rising from 0volts to 5volts max. on the output side I have a device expecting 10volts falling to zero.
There is another control option, a heat source that rises with the input voltage no temps to supply at the moment.

We're going to need more information than that. What you want is fairly basic, but it sound like these are data lines.

 

The basic answer seems to be an amplifier with a gain of negative two, but without the specifics on speed, current, and what the end load is, nothing further can be derived from your question.
