AC Mains and fuse placement

Hello

I'm confused about fuse placement in an electronic device,
In case the end user doesn't know what is a neutral/hot line and power plug/socket leads are symmetrical (plugs in both ways).

I thought of fusing both lines but
Is it possible for a fuse on the neutral to break before the one on the hot line leaving the device connected to the hot?
Possibility of both breaking? or will it always be the one on the hot breaking first?

We normally use fuse on hot line so that the circuit get disconnected in an event of over current.If you put fuse on both the line then its hard to say which one will blow first but if the neutral one blows first then the device will be on a hot line (you should not do it).
