AC bridges for measurement of capacitances etc technical question

Hi,

I was wondering what voltages are needed to measure the dissipation factor of a capacitor and what would be the best bridge to do so.
I have read that the Schering Bridge is commonly used but I am wondering what voltages can be used with them and if there is a lower limit to that voltage. I suppose the maximum limit is related to the breakdown or partial discharges in the capacitor but what determines the lower voltages needed?

I would imagine the lower limit on test voltage would be dictated by the need to maintain an acceptable signal-to-noise ratio in the test equipment.
