Wali--
Call one set of lights N/S (North/South) and the other E/W (East/West). The colors are Red, Yellow, Green (R,Y,G).

Then, R(N/S) = Y(E/W) OR G(E/W)
and R(E/W) = Y(N/S) OR G(N/S)

For more information, search this site. It seems to be a very popular project for teachers to hand out!

You will also need to decide how you will drive the lights: with a motorized controller, or logic gates, or a microcontroller. In the last two cases you will need to decide on which logic family or microcontroller you want to use.
