82C84 Clock Generator Circuit

Hey Guys,

I have a 8284A and the CMOS version (82C84). I have the circuit set similarly to this schematic. When I placed the 8284A in the circuit, it works fine. When I place the CMOS version in the circuit, I get no clock signal. Is there a requirement of CMOS that I am not satisfying?

On any CMOS chip there should be no floating inputs. Every input must be tied high or low. This is a non-negotiable CMOS requirement.

The circuit is functioning now. In my actual circuit (not the schematic), I had 330$\Omega$ resistors across X1 and X2 to reduce frequency shifting but with the CMOS chip, they were pulling my signal to ground.
