Hi, just wondering for 74HC237 a 3-to-8 line decoder, it has a LE' and an E1'. So if I want to send a 0 to LE' and E1' respectively to set both LE and E1 to 1, would an open switch do, or would I have to specifically ground those pins?

What is 0 and 1 for you? --> low and high respectively ? Pullups/pulldowns work well.

 

The 74HC series are CMOS logic and thus the inputs cannot be left open. Therefore, an open switch won't work. Pull-up/pull-down resistors should be connected.
