You may have fried your 7seg chip with the 9v.

It cant handle more than 5.25v for a few seconds, and you gave it 9v for MUCH longer.

Thats why nothing is changing. I BELIEVE you fried the IC..

do you have another?

I will have to purchase another set in the morning.
Are there alternatives to the 7447 that do not include the 7448?

The NTE960 regulator datasheet is missing a lot of information that a standard 7805 regulator IC would have in it.

The NTE960 requires an 0.33uF cap from VIN to ground, and an 0.1uF cap from VOUT to GND. Without these caps, the regulator can oscillate at high frequencies (particularly in a breadboard) and the output voltage will not be correct.

The .33uF and 0.1uF caps must be located as close to the regulator as possible.

A datasheet provides in formation about parts.

A schematic diagram is your roadmap.

Without a map, you are lost.

You could probably get by with a 1uF instead of an 0.33uF.

What happens if you leave the caps off, is that the inductance of the wiring coupled with parasitic capacitance along the way can create a resonant circuit; one that resonates at a very high frequency. Placing caps immediately adjacent to the regulators' inputs and outputs swamps that effect.
