710 watt MOT 168F too hot to handle

I just rewound a MOT and it runs at 710watt 168F after being on 1/2 hour.
1). I used 15 turns of #12awg strand standard pvc insulation wire.
2). the output is 13v
3). my clamp on current meter indicated 3amp with 5k load
4). the watt meter indicated 710watt and 168F after 1/2hr on
5). 120v input

is that temp correct for this setup, however, I measured only 3 watts .3amp with a stock 1kva GE transformer.

I know the MOT will not be as efficient as the GE but this is a huge
difference. Im thinking the MOT has a shorted primary.
