Are you simulating or did you build the circuit on breadboard?

I tried simulating it on proteus but the 5x7 matrix in proteus is different from yours. Your circuit needs common anode on row and common cathode on column so I used the 8x8 matrix which I can reverse the row and column. But the display was quite broken as it was very hard to get the correct display timings.

But I checked through the codes and I think it is OK.
