To be specific circuit arrangement and values of resistors and caps for 1 sec high and 6 Secs low would be awesome id hopefully be able to power a low power relay directly too?
What is the problem, is it the math? You assume a capacitance, say 10µF, then calculate the resistors.

Combine the two circuits, one with the driver, the other with the oscillator. You didn't mention power supply voltage, so I assumed 12VDC, if it is lower you will need a different driver.
