That would do it, but why would you want to start the output low?invert the output?
Actually, nothing needs to be inverted. Have a look at the attached pair of schematics and simulations.Most of the astable functions of the 555 use the Discharge pin 7, so that solution has problems of its own. You could use a transistor to invert the discharge, or use a transistor to invert the signal.
