    Hi

Is there an IC that can switch 4 state when it was trigger, say:
    00
    01
    10
    11

    0 - off, 1 - on.

    and what do they call?

    Thanks

No idea what you mean. Switch what to what? A diagram maybe showing what you want switched where?

    74393 or 74163

    There are others...

    Search 4 bit counter
    Or
    4-bit binary counter.

A ripple counter from two D-flipflops should do it.
Edit: GopherT, he need just two bits, but those you suggested can do it too.

I will do the circuit similar as kubeek shown, it is called D-Type Filp Flop.
But the clk of second stage need to move to Q of the first stage.
Most of time that I will using CD4013, sometimes I will using 74HC74,74LS74.
