So anyhow I redid this project (I could have sworn I posted it several years ago, but I can't find it). Here is the new and improved version:

The reason for the redesigh is I added a test for pin 7, which shorts to ground when the output (8Pin 3) is high. I have had chippies where this pin was bad. I'm blaming my bad eyes.I may have found a new use for this pin (which will be in a new thread).

 

Very good, except pin 1 of the 555 should be connected to the GND rail

Just makes me human, and I'm more human than most. One of the reasons I made this gadget is it tend to pop chips like corn.

It is surmised that in the diagram of the circuit to the right odf the schematic in post #1
that the green and red LEDs oscilate. What does the blue LED do?

Post #1 says the blue LED tests that pin 7 works. The blue and red LEDs should both light at the same time.
