Charging Voltage and charging current for 12V 1.3Ah battery #2

I have a lead acid battery of 12V 1.3Ah battery used for a solar charger circuit. I need to know the charging current and voltage for it. if it is connected to the panel always.
DC-DC with 13.8v and 0.5-0.6 mA should charge it safe

Charge to 14.7V at no more than 325mA, then reduce to 13.65V.
You can probably charger at a higher current whilst the voltage is below 14V, but as soon as the recombination starts it should be less than C/4.

What is your basis for that statement?
An SLA has a very low impedance and can likely draw more than that at normal charging voltages when in a low charge state.
I am wondering if he has a somewhat bad battery there. Some of the 12 volt SLA's i had to deal with in the past i could put 15v across one and get almost no current ... time to get a new battery.
