No, it doesn't oscillatesJust to check, replace R1 with a fixed 100k and replace J1 and R4 with a fixed 47k and make sure it oscillates.
It's just a simulation. Maybe I'm doing something wrong.That circuit should definitely oscillate so something else is wrong.

If it is a real circuit then you probably need a new '741 after the reversed power.
