4 pin to SATA 15 pin to a laptop

Hi guys!

Does anyone know how to connect this cable to a laptop, if its even possible?
Laptop: Dell E6320.
SATA part -> male
4 pin part -> female

I need the 12V and 35W of power supply. Will it be possible with some USB C for 20A?

To be reworked for getting 35W from the SATA 15 pin. The SATA 15 pin will go to a molex 4 pin.

USB C -> SATA 15 pin -> Molex 4 pin. Or I can get some other way to power the Molex 4 pin, but I was hoping for a cheap and small solution.

I can build my own with LM2576, 2 channels for 12V and 5V.

I have 1 spare laptop power supply at 19V, 90W. I can use that too, unfortunately I don't know if the wires are separated inside. Otherwise I will still need the LM2576/LM2596, something like this:
