why RAM is faster than ROM?

Could some one please tell me why RAM is faster than ROM? I have done my research most of the articles focuses on volatile, non volatile, accesibility, where they are used,Storage capacity, etc.
1.I would like to know how and why RAM is faster than ROM?
2. How RAM has a faster access speed than ROM?

Actually a ROM cell can be a hard wired cell in implementation, therefore
no charge required read by a sense amp. Hence theoretically it can be the
fastest.

Whereas RAM needs to transfer charge in and out of a cell, needs to read
a sense amp, all delay contributing factors.

ROM typically design slow to conserve power. RAM fast to keep up with
cpu execution. But even these goals can be upside down depending on
goals in end use for the part.

Note, should have stated I interpreted RAM as DRAM type.

Need more information.

Static or dynamic RAM?
Same manufacturing process and array size?
